Change - everybody's campaigning on it these days. Including this guy, whose whole campaign strategy seems to revolve around this and other large signs with questionable grammar and many capital letters:

Capital letters let you know he's serious. Not like those other candidates with their fancy-pants endorsements and love of the status quo.
