the mysteries of Britain

From an article in the Guardian about trash collection:
It came in a report which also warned that financial incentives for recycling were likely to backfire with public protests and an increase in fly-tipping.
An increase in what??

...illegal dumping. This is also a big problem in Vemont - pick a dirt road and dump your load; though most are too lazy and just leave the stuff on the front porch. In Vermont it's called ty-flipping I think....:)

Ohhhh. I was imagining it like cow-tipping, only on a much smaller scale.
